Could These Bill O’Reilly Rantings Be Perceived as Being Racist? During a conversation about a bunch of ninth grade kids who took topless photographs of each other, O’Reilly had this to say:“But it’s an amazing amount of kids involved with this — 20 — in an affluent school district. This isn’t, you know, the inner city; you would think that these kids would have some kind of a values system.”

Was he stating that he believes that inner city kids don’t have value systems?
